Human Resources

Human Resources offers key functionality to facilitate a faster, more effective approach for governments to manage civil servants through the entire human resources lifecycle from entry to exit from the public service. It is divided into several sub-modules:

  • Organization Management – covers the creation and maintenance of organizational structures.  It incorporates how to create, modify, and delete institutions, generic positions, and employee positions. 
  • Employee Management manages all employee related information. It serves as the foundation of the employee information used throughout the other modules as they go through the Employee Life Cycle of CSM.
  • Assignment Management - incorporates the link between all employee files and the assignments that each of these employees hold.  Employee assignments are searched, modified, and/or ended as required. This is the information that specifies the functions the employee is performing for the government, and it also serves as the basis for payroll.
  • Recruitment Management – incorporates all aspects that are required in a recruitment process.  The module covers how to create a recruitment requisition, conduct an internal candidate search, manage internal and external applicants, schedule interviews, and create job offers based on all information gathered throughout the process.
  • Performance Appraisal Management - is designed to set up and complete performance appraisals.  The module includes creating all templates, schedules, and affected employees, as well as setting the scoring and objectives included in completing a 360 degree performance appraisal. 
  • Training Management - covers how to set up training courses, apply to training, and manages the applicants for each course.  Upon completion of courses, the module monitors the evaluations and feedback on the course, the trainees, and the trainers.
  • Promotion Management – is used to propose and review promotions. The module covers how to propose a promotion that deals with the advancement of an employee's rank or position in an organizational hierarchy system. It also incorporates reviews on the proposed promotion prior to its approval by management.
  • Leave Management – manages all types, and their effects, of leaves that employees are eligible to take within an organization.   It includes how to request leave requests and detail the requirements employees can be specified to meet for leave types, and the effect on assignments leave may have upon approval.
  • Travel and Subsistence – focuses on any business related travel that an employee may be required to take for the organization.  It is used to request business trips and to specify the purpose and costs of each potential trip. 
  • Time and Attendance Management allows for the input of all work hours completed by employees who are paid based on timesheet.  These timesheets directly affect payroll upon approval.
  • Succession Planning – is used for employees to explore and plan their careers within the organization.
  • Retirement Management – manages all forms of retirement that are applicable within an organization.  It includes the retirement plans, eligibility and requests for retirement of all employees who meet the defined requirements.
  • Termination of Employment – facilitates the exit of an employee from the organization.  The module incorporates the creation of exit interviews, which then has direct effects on all other aspects of information related to the employee who is departing.
